Sterling, Va. — Memex Inc., a SAS company and leading provider of intelligence management, data sharing, search and analysis solutions, today announced that the Roanoke (Virginia) Area Criminal Justice Information Network (RACJIN) has implemented the Memex Intelligence Management System to improve crime-fighting initiatives.

RACJIN is a multi-jurisdictional computer network that links law enforcement agencies in the region, including the City of Roanoke, County of Roanoke, City of Salem, Town of Vinton, and the Western Virginia Regional Jail.

RACJIN is using Memex, integrated with third-party tools, for cross-jurisdictional analysis, warrant tracking, the creation of photo lineups and visualization. It also has been used to track inmates and their actions, their contacts and visitors, their jail time and crimes, jail incidents, as well as other prison data.

Memex’s Patriarch for Data Sharing software serves as the information management system for crime analysis and information sharing. Some of the agencies are accessing data through the Internet while others through a full-client set-up. Nearly 500 sworn officers have access to all data in all systems, which number almost eight-million records to date. The software also is compliant with the N-DEX (National Data Exchange) data-sharing initiative.

“Criminals operate across municipal boundaries, so RMS (Records Management System) data from Vinton might be important to a County officer,” said Greg Staples, Captain of the Roanoke Police Department and the project leader for the RACJIN. “Previously, we had to go through multiple systems in order to glean the same information we now get through Memex. It’s nice to be able to have a single solution to access the data we need instead of having to piece together parts from multiple vendors. The Memex system helps us be more effective in preventing and solving crime.”

The Memex data sharing platform provides a single-source portal for analyzing RMS, CAD (Computer-Aided Dispatch), Intelligence, Suspicious Activity Reporting (SARs), open source and other data sources – whether via data integration, federated access, or a hybrid approach. This compatibility empowers law enforcement officers and staff with the capability to seamlessly examine all the data in one place, using the same data mining tools and user interface, rather than having to log on and off different systems.

Using Memex, investigators, analysts and officers can search free-text narratives that might appear in traffic stop notes within the CAD systems or elsewhere in reports. Users can better visualize search results with link charts to connect clues, vehicles, residences, associates, and modus operandi. GIS mapping allows crime zones to be studied. Roanoke also has added custom data fields into the Memex platform to create specific enforcement zones, patrol zones, crime zones and districts that can be analyzed.

The system helps fight regional serial crimes, gangs, drug distribution, and burglaries, among other things. In addition, the system enables better decisions on allocating resources in remote areas by creating aggregate reporting on suspicious activities. This capability reduces costs, improves safety and sets the stage for solving crimes earlier. Moreover, the system enhances investigative capacity, threat assessment and counter-terrorism work.
