Delaware State Police Foils Child Custody Incident with help of New World Systems’ Information sharing solution

Troy, Mich. (May 23, 2011) — Advanced information sharing technology and fast-thinking dispatchers in two Delaware counties helped the Delaware State Police (DSP) investigate a child custody complaint. On April 17, 2011, the Delaware State Police 911 Call Center in Sussex County, Delaware (SUSCOM) received a call from a mother stating that her 4-year-old child had been taken by an ex-boyfriend and was in immediate danger. The mother was in her car in pursuit of the ex-boyfriend but had no idea where she was located or heading. Using mapping technology, the SUSCOM dispatcher quickly determined that the suspect and caller had already traveled from Sussex County into Kent County, Delaware, the county just north of Sussex. Using New World Systems’ CAD-to-CAD interoperability solution, the SUSCOM dispatcher was able to transfer the call and all its information to Kent County’s 911 Call Center (KENTCOM). Immediately, KENTCOM was current on all details of the incident and able to dispatch troopers in pursuit. Within minutes, the Delaware State Police in Kent County were able to find the ex-boyfriend and return the child to his mother. The Delaware State Police investigation determined this incident was a child custody issue.

“It was just amazing,” said James Seydell, Network Control Specialist for the Delaware State Police. “When our SUSCOM dispatcher realized the caller was 40 miles away in Kent County, he was quickly able to transfer the call to KENTCOM using New World’s CAD-to-CAD solution. Significant time was saved and SUSCOM was able to stay on the call to monitor all progress.”

The Delaware State Police oversees over 4,600 miles of roadway and coordinates emergency response for greater than 885,000 residents. For more than 18 years, the Delaware State Police have used New World Systems’ Aegis Computer Aided Dispatch to respond to more than 600,000 calls for service every year. New World’s advanced CAD-to-CAD interoperability solution connects the Delaware State Police’s three counties Public Safety Answering Points (PSAPs) and several of the larger city 911 centers to improve emergency response statewide.

During time-sensitive emergencies, much like this child custody incident, New World’s CAD-to-CAD solution allows dispatchers to transfer real-time call information between PSAPs with a push of a button. Instead of tying up two or more dispatchers at each location to relay messages or re-key data, CAD-to-CAD automates the seamless transfer between call centers. Each agency is able to remain on the active call to view and add new information, and each retains all call information for their records.
