APCO International Adopts Position on Single PLMN-ID for Nationwide Public Safety Broadband Wireless Network

APCO believes a single public land mobile network identification (PLMN-ID) should be used for the nationwide public safety broadband wireless network. This PLMN-ID should be obtained by the current public safety broadband licensee (PSBL) and implemented by local/state spectrum leaseholders as they build this network.

A single PLMN-ID reduces complexity, eliminates the need for a costly roaming infrastructure, simplifies roaming to/from commercial networks and makes it easier for nationwide interoperability to occur.

Because some of the waiver jurisdictions/early builders are constructing systems today, there is an urgency to this matter, and the PSBL should soon apply for and obtain its PLMN-ID.
