Henderson, Ind. OKs $4 Million 9-1-1 upgrade

Henderson Fiscal Court acted Tuesday to fund improvements to the 9-1-1 system, extend the runway at the local airport and help finance a 3-D archery range at Sandy Lee Watkins Park.

The court approved first reading of an ordinance paving way for issuance of $4 million of bonds for the outdated 9-1-1 system.

Fiscal Court had earlier approved first reading of an ordinance issuing the bonds, but that had been by piggybacking on the state’s credit rating. The county has now decided to issue bonds on its own credit rating to get a lower interest rate.

The court also passed a resolution allowing reimbursement of money from the bond issue spent on the 9-1-1 system before the bonds are issued.

Fiscal Court also agreed to contribute a match of $2,087 in order for the Henderson City-County Airport to get a grant of $167,000 from the Federal Aviation Administration. The money will be used for an environmental study related to a planned extension to the airport’s runway by 500 feet, which is currently 5,500 feet long.

Fiscal Court and the Henderson City Commission must each put up 1.25 percent of the grant amount, and the remaining match is made by the state. That local match requirement, however, may be made through in-kind services. The City Commission passed a similar resolution Tuesday during a brief special meeting.

The airport plans a major expansion to the west, which will require the relocation of power lines and Trigg-Turner Road.

“The expansion at the airport for the next four or five years will be considerable dollars,” said Airport Manager Allen Bennett. “We’re probably talking maybe $8 or $9 million over the next five years.”

But he noted getting that money will require local matches of 1.25 percent from both city and county governments.

Chase Fulcher, the driving force behind the 3-D archery range at Watkins Park, gave the court a check for $75,000 Tuesday. The project, already under construction, is also being funded with a state grant of $50,000, and a county match of $16,667.

“We want to build a state-of-the-art facility,” Fulcher said. “I want to build what we need down the road” because eventually “there will be people traveling here to compete in tournaments.”

But he said the facility will also be a community center that will serve more than archery enthusiasts. “I want this to be for all the youth of Henderson.”

Other items on the Fiscal Court agenda Tuesday included:

WARM grant: The court approved a procurement policy for $250,000 of federal Community Development Block Grant money that the Women’s Addiction Recovery Manor will be using this year for operating funds. The court also adopted an anti-displacement and relocation assistance plan for WARM.

Fair royalty: Winners of the pageants at the Henderson County Fair were given Tiller of the Redbanks awards, a recently created certificate that is given to honor accomplishments.

Solid waste: Nancy Watkins was named as the county’s solid waste coordinator. She has been responsible for the sorting line at the recycling center the past 18 months.

Employee pay: The court fixed salaries for each county employee — except elected officials — which is required by state law. The list of salaries will be maintained in the county treasurer’s office.
