Meet Your AFC Advisors: William Carter (Illinois)

AFC, APCO’s frequency coordination department, is pleased to introduce its network of dedicated local advisor volunteers. APCO’s advisors are responsible for frequency coordination in their home state and we would like to bring awareness and recognition to the dedication they exhibit on a daily basis. Please feel free to reach out to our local advisors with any questions dealing with FCC Part 90 licensing and frequency coordination.

carterWilliam Carter is a Radio Communication Coordinator and is part of the Illinois Public Health Association, Office of Preparedness and Response, Division of Disaster Planning and Readiness and Illinois Department of Public Health. He has experience with federal agencies, the private sector and not for profit contract and project management. He also took part in developing the communications standards of Project 25 Phase I, Project 25 Phase II, TETRA, EVDO, DMR, LTE and others.

William Carter has extensive training and supervisory expertise and is the Regional Chair for Region 13 in the 700/800 MHz National Plan Review and Conformance Committee, he is also the Chair of the National Region Planning Council and has been an APCO International Northern Illinois Frequency Advisor since 1997. He is also an Executive Board Member for the Illinois APCO International Chapter, Executive Technical Board Member, and Technical Advisor for many state and local Public Safety Agencies. Furthermore, he is the Technical Advisor for the Illinois Terrorism Task Force, the Technical Advisor for the State Interoperability Executive Committee, and Communications Specialist representing the Illinois Department of Public Health.
William Carter was also a Senior Technical Member of the Chicago 911 Project Design Team and was responsible for designing, implementing and maintaining all wireless analog and digital Public Safety Communications Systems within Chicago. He assessed needs, developed work proposals, and briefed executive management and implemented plans according to budget and allotted timeframes.
