Meet Your AFC Advisors: Rich Bumgarner – Maryland, DC & Delaware (Alternate)

AFC, APCO’s frequency coordination department, is pleased to introduce its network of dedicated local advisor volunteers. APCO’s advisors are responsible for frequency coordination in their home state and we would like to bring awareness and recognition to the dedication they exhibit on a daily basis. Please feel free to reach out to our local advisors with any questions dealing with FCC Part 90 licensing and frequency coordination.

richbumgarnerRich Bumgarner is APCO’s Local Frequency Advisor for Maryland, the District of Columbia and alternate advisor for Delaware. He earned a BSEE (Electronics) degree from Washington State University, has worked for the federal government on overseas projects and for state and local governments planning, installing, upgrading and managing public safety radio systems, from low-band simplex to 700/800 MHz P-25 Phase II trunked systems, with a bit of microwave and fiber connectivity thrown in to keep things interesting. He is a Past President and former Executive Council Representative of the Mid-Eastern Chapter, an APCO Senior Member and has served as Maryland and DC Advisor since 2004. Rich has a Master’s Degree from University of Maryland University College, is a certified Project Management Professional, a Senior Member of the IEEE and holds Amateur Radio Extra Class License W7HGE.
