APCO International has submitted reply comments in response to the FCC’s Notice of Proposed Rulemaking in the proceeding Procedures for Commission Review of State Opt-Out Requests from the FirstNet Radio Access Network. APCO continues to support the positions described in its initial comments, filed October 21, 2016, cautioning that opting out is a false choice and a risk for nationwide interoperability.
