Meet Your AFC Advisors: Noel Armstrong (Virginia)

AFC, APCO’s frequency coordination department, is pleased to introduce its network of dedicated local advisor volunteers. APCO’s advisors are responsible for frequency coordination in their home state and we would like to bring awareness and recognition to the dedication they exhibit on a daily basis. Please feel free to reach out to our local advisors with any questions dealing with FCC Part 90 licensing and frequency coordination.

Noel Armstrong joined the Virginia State Police in November 2000 as a Communications Engineer and became an APCO local advisor about a year later. Noel’s electronics background started with the US Army where was trained on the Nike Hercules Missile Systems and then instructed the tracking radars and Ground Guidance computer system for three years in uniform and seven more as a civilian. This was followed by mid-life college studies resulting in a BSEE degree and a year of graduate work in Computer Science. He then spent the next 21 years as a civilian contractor working at the Navy’s Atlantic Undersea Test and Evaluation Center (AUTEC) on Andros Island, Bahamas. He worked as a Systems & Circuits Design Engineer on microwave systems, surveillance & tracking radars, and sonar & underwater tracking systems until he tried retirement in 1998. The retirement lasted only two years until he found a great option with Virginia State Police getting in on the early stages of a new trunked 21 state-agency, state-wide VHF radio system; and subsequently his  appointment as the Virginia Local Advisor. Noel holds both an Amateur Radio license WB5CMB and a General Radio license.
