National 911 Office Announces Grant Program Rules and Application Requirements
The National 911 Office has issued final rules and a notice of funding opportunity to administer a $115 million grant program. Initial applications are due from states and tribal organizations no later than September 10, 2018.
Under the revised regulations for the 911 Grant Program, the 911 Office affirms the importance of interoperability as a goal of NG9-1-1 and allows states to submit proposals for forward-thinking proof-of-concept deployments for NG9-1-1, even if the proposals deviate from traditional approaches.
APCO recommends that states submit proposals that emphasize achieving seamless interoperability. Consistent with the requirement to comply with the wide variety of standards listed in the DHS SAFECOM Guidance, this means that: 1) NG9-1-1 systems allow voice, photos, videos, text messages and other types of data to flow seamlessly from the public to PSAPs for processing, and shared with other PSAPs or sent on to emergency responders; and 2) proposals should ensure the accountability of contractors for building, operating, and maintaining interoperable and secure NG9-1-1 systems, regardless of jurisdiction, device, software, or service provider, etc., and without costly after-the-fact integrations or specialized interfaces.
This grant program is a unique opportunity to demonstrate the value of a targeted infusion of funds to modernize 9-1-1 networks. APCO suggests that states use the limited funds available for efforts that create blueprints for subsequent deployments. Rather than using the funds to supplement existing efforts, this grant program should be used for innovative, forward-thinking solutions that pave the way for broader deployments of NG9-1-1 solutions.
