FCC Strengthens Enhanced 9-1-1 Location Accuracy Requirements for Wireless Services

July 13, 2011

Washington, D.C. — The FCC has enhanced the public’s ability to contact emergency services during times of crisis and to enable public safety personnel to obtain more accurate information regarding the location of the caller. Specifically, the Commission strengthened the E9-1-1 location accuracy rules for wireless carriers and sought comment on improving both 9-1-1 availability and E9-1-1 location determination for VoIP services.

Wireless Device Challenges

9-1-1 technologies have evolved immensely, and the technology continues to develop faster than PSAPs can implement changes. In 1986 when I began my career, our agency had no CAD system or 9-1-1 trunk lines, and there was no such thing as a cell phone. Fast forward to 2011. PSAPs have had to make leaps and bounds into new technologies, and telecommunicators have had to adjust by leveraging resources and new equipment and with some creative thinking.

Discussions on Next Generation 9-1-1 often include the topic of location. Many aspects must be considered to ensure we’re all on the same page with regard to what location truly means. The increase in multi-line phone system, mobile device and Voice over Internet Protocol usage has made 9-1-1 location acquisition much more complex. In this article, we’ll review the basics of Enhanced 9-1-1 location, and issues currently creating confusion, which may continue with NG9-1-1 if not addressed.

VoIP Phone Provider Cited for Failing to Provide 9-1-1 Services

November 3, 2010

Interconnected VoIP providers must make E9-1-1 an included feature of their service, not an option. The FCC clarified its rules in a citation issued to Vantage Communications Oct. 27. According to the citation, Vantage Communications has been failing to provide fully compliant 9-1-1 service, violating 47 C.F.R. §9.5(b).
